This is an unfortunate "construction defect" of democracy: it works only when the majority of people want it and already have democratic and humanistic views. On the other hand, it seems to me extremely dangerous to say that democracy is good for us but wouldn't be good for the people of X country because they are... (religious fanatics, racists, male supremacists - pick a term of choice). You cannot expect swimming abilities from people who have never been in a pool, and you cannot expect people fresh from a full-blown dictatorship to manage good democracy.
